The United Nations Development Programme and the Albanian Ministry of Environment, Forestry and Water Administration are conducting a project to clean up "hot spots" in Bajza railway station near Shkodra/Skadar Lake, where expired pesticides and industrial chemicals have been stored. The purpose of the project is to fully rehabilitate this area, improve the quality of life for citizens living in and around the polluted area, and the overall environmental situation by encouraging sound local and national policy dialogue.
The project is conceptualized as a three stage process starting with the full clean up and rehabilitation of the hot spot area, supported by comprehensive and targeted media coverage of this component and the creation of local capacities through intensive training courses and seminars.
In order to strengthen the mechanisms of good governance and policy integration at central and local level a special focus is given to the promotion of access to information and linking Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) as mechanisms to implement policy recommendations.
As far as concerns the process of enhancing the national capacities for the design and implementation of environmental policies, a market survey of professional environmental services will be conducted and based on its results, the training needs will be identified and a roster of qualified environmental experts shall be established.
